Update Person Site Assignment

Updates a person site assignment. Changing from moves this period's start and ends the preceding assignment the day before — that is how you set a predecessor's through. The series stays contiguous.

Person site assignments define which site a person belongs to over time. A person's assignments form a contiguous history without gaps or overlaps.
